OAKLAND, California (Reuters) - The prestigious California-based Pacific Institute climate research group has launched an investigation of its president and founder, Peter Gleick, after he admitted fraudulently obtaining documents from global warming skeptics challenging his work.
The institute in Oakland revealed its inquiry into the widening controversy in a terse statement posted on Wednesday on its website, hours after the San Francisco Chronicle said it was discontinuing an online blog that Gleick had been writing for the newspaper.
"The Board of Directors of the Pacific Institute is deeply concerned and is actively reviewing information about the recent events involving its president ... and documents pertaining to the Heartland Institute," the board statement said.
Gleick himself went public about the matter on Monday with a statement confessing that he had posed as someone else to obtain internal memos from the Heartland Institute, a think tank that argues skeptic positions, among them that climate change is not caused by human activity and that health hazards from tobacco have been exaggerated.
"My judgment was blinded by my frustration with the ongoing efforts - often anonymous, well-funded, and coordinated - to attack climate science and scientists ... and by the lack of transparency of the organizations involved," Gleick wrote in the statement, carried on the Huffington Post website.
Even before his mea culpa, Gleick, a renowned authority on global freshwater issues and winner of a MacArthur "genius" grant, had resigned last Thursday as chairman of the American Geophysical Union's Task Force on Scientific Ethics.
HARSH DEBATE
The scandal illustrates the increasingly harsh tone in the public and political debate over global warming, despite the consensus among mainstream scientists that rising levels of heat-trapping "greenhouse" gases, primarily caused by human activity, are altering the Earth's climate.
Heartland is among a group of skeptic organizations that have written extensively about the so-called Climategate case in which thousands of climate scientists' emails were hacked via the University of East Anglia in Britain.
The initial batch of those emails was made public in 2009 and a second set in December 2011 as a major climate conference was getting under way in Durban, South Africa.
Heartland cited those emails in claiming that the scientists who wrote them were trying to cover up evidence that cast doubt on human-caused climate change. Five separate investigations later found no wrongdoing on the part of the scientists. The source of the hacking was never identified.
Gleick has admitted that he obtained various internal Heartland documents - including a fundraising plan, a meeting agenda and a budget - by soliciting them under someone else's name, then forwarding them anonymously to members of the media and other climate scientists.
One of those lists dozens of major U.S. corporations from a wide range of industries as donors to the Heartland Institute, among them tobacco and energy companies. Another lists consultants Heartland has paid, one of them hired to devise a "climate education project" for public school children.
LUMINARY?
In a written statement on Monday, Heartland Institute President Joseph Bast acknowledged that all of the documents Gleick circulated were authentic except one, titled "2012 Heartland Climate Strategy," which Bast called a forged memo.
Gleick said he did not alter any Heartland document and said he received this document anonymously in the mail and that it provided the impetus for him to use a false identity in requesting additional records from Heartland in a bid to verify its source.
Bast said release of the allegedly forged document had damaged Heartland's reputation, and he threatened legal action. "Gleick's crime was a serious one," he wrote.
"The documents he admits stealing contained personal information about Heartland staff members, donors, and allies, the release of which has violated their privacy and endangered their personal safety," Bast said.
The incident has raised concern among climatologists that scientific credibility might be tarnished.
"We think it unfortunate that this has the potential to deflect the conversation away from the scientific consensus that the climate change is taking place," said Christine McEntee, executive director of the American Geophysical Union.
It also raised ethical questions for journalists. Alana Nguyen, executive producer of the San Francisco Chronicle's website, said the newspaper had discontinued Gleick's unpaid blog because it was part of a feature reserved for local "luminaries."
"We decide who is a luminary," she said. "That kind of admission is something that affects your reputation in the community, and we strive to have people with a good reputation in the community."

A towering $60,000 bill, a year of fierce, flu-like symptoms and a running risk of depression are among the possible costs of two new hepatitis C treatments. But according to Stanford University health policy researchers, they might be worth it.
Using a computer model of hepatitis C disease ? which accounts for different treatments, outcomes, disease stages and genetics ? a research team led by Jeremy Goldhaber-Fiebert, PhD, found that new triple-therapies for genotype-1 hepatitis C are cost-effective for patients with advanced disease. Their results will be published Feb. 21 in the Annals of Internal Medicine.
"With so many simultaneous factors, it's very hard to know what to do," said Shan Liu, a graduate student in management science and engineering in the School of Engineering and lead author of the study. "I think building models is a very eloquent and abstract way to inform difficult policy decisions."
Nearly 4 million people in the United States are infected with genotype-1 hepatitis C ? a virus that attacks the liver, causing swelling, scarring, cancers and the need for transplants. Many of those infected are age 50 or older, meaning they may have long-term infections and could face serious hepatitis C-related diseases. Unlike hepatitis B, there is no vaccine for hepatitis C. Until last summer, hepatitis C treatments were a gamble with many side effects, including anemia, vomiting, hair loss and depression.
"These treatments are very uncomfortable and long ? up to 48 weeks," said Goldhaber-Fiebert, assistant professor of medicine at the School of Medicine. "Many people likened the experience to cancer chemotherapy: hard to undergo if the chance of treatment success is not that high."
With an impending spike in illnesses among the hepatitis-C-infected population in the United States, researchers and physicians have been developing new tests and treatments. For instance, researchers recently identified a specific DNA sequence in the gene that codes an immune response regulator, called IL28b. Different IL28b sequences predict whether treatment will successfully clear the virus.
The latest in a series of improved therapies ? and the focus of the study ? are two new virus-targeting drugs called protease inhibitors, boceprevir (trade name Victrelis) and telaprevir (trade name Incivek).
The drugs, which came out in the summer of 2011, were designed to be taken in conjunction with the standard treatment, which itself is a combination of two drugs, an interferon and an antiviral called ribavirin. While the new triple therapies increase the chances of kicking the virus, they have more severe side effects ? such as full body rash and rectal bleeding ? and boost costs. Boceprevir adds $1,100 per week to the cost of treatment, and telaprevir adds $4,100 per week.
"At the outset, it was not at all clear to me that drugs as expensive as these, which are added onto the standard therapy, would result in sufficient benefits and reduced costs from averted liver cancers and transplants to make them cost-effective," said Goldhaber-Fiebert, who is also a faculty member of Stanford Health Policy at the university's Freeman Spogli Institute for International Studies.
Goldhaber-Fiebert, Liu and their colleagues wanted to know when or if doctors should prescribe the new treatments. Should doctors prescribe them to all hepatitis C patients? Or, should only patients with advanced disease be treated with the new drugs? With such high costs, the answers could have sweeping impacts on health-care budgets, particularly for public health systems such as the Department of Veterans Affairs hospitals where many hepatitis C patients receive care.
To find the answers, they used their model to compare the pros and cons of three treatment strategies: Giving all hepatitis C patients the standard treatment, giving all of them a triple therapy or giving triple therapy only to those patients less likely ? based on their IL-28B gene ? to respond to standard therapy. For each strategy, they examined both of the new triple therapies. They also considered patients with mild and advanced disease.
After intense statistical and simulation analysis, the model showed that the new triple therapies were indeed cost-effective for chronic hepatitis C patients with advanced liver disease. Despite the large price tag and side effects, the new treatments help these patients avoid costly cancers and liver transplants ? as well as allowing them to live longer, higher-quality lives.
For those patients with mild disease, the model indicated that determining their IL-28B genotype is the best next step, before prescribing a treatment.
The closer the threat of severe disease, the more justified treatment costs and risks become, said Goldhaber-Fiebert. "That would be the bottom line."
Though these new drugs may offer relatively desirable options now, both Goldhaber-Fiebert and Liu noted that additional, and perhaps more effective, drugs are already in clinical trials.
"As more and better treatments become available, the decision will continue to evolve, requiring further analysis," Liu said. "Patients and health systems could also benefit from price competition with multiple treatment options available." But ultimately, she added, treatment decisions will remain a private conversation between a doctor and a patient.

Women living with HIV, or at high risk of infection, should continue to use hormone injections to prevent pregnancy, the World Health Organization said Thursday.
But the advice stressed that couples should use an additional protective method, like condoms, to prevent HIV transmission between partners.
The update comes after an expert review of data on the link between hormone injections and HIV transmission. A study in Lancet Infectious Diseases last year found that hormone injections nearly doubled the chance that a woman would pass HIV to her partner, or contract it from an infected partner, as Shots reported.
The study was particularly worrisome for African communities, as NPR's Richard Knox reported. Hormone injections are the most popular form of contraception in Africa, which according to a 2009 UN report is also home to 23 million people living with HIV or AIDS ? almost 70 percent of the world's total.

That put public health officials in a bind. Unintended pregnancies carry lots of risks, so women's access to contraception is a high priority. And hormone injection is particularly convenient for African women. It's discreet, lasts for months and there are no pills to keep track of.
But HIV prevention is also a major concern, and it wasn't immediately clear how health officials would pursue both goals.
At the end of January, WHO convened a panel of 75 experts from 18 countries to go over all of the relevant scientific literature on hormone injections and HIV.
They concluded that women in at-risk populations should continue using hormone injection to prevent pregnancy, in keeping with WHO's 2009 guidelines.
But the panel reiterated that condoms are the most reliable method for preventing both HIV and pregnancy, so couples in which one partner is infected should always use a condom, regardless of their use of other contraceptives.
Yesterday's statement confirmed that WHO's Guidelines Review Committee had accepted the panel's recommendations, but did not shed much light on the basis for the decision.
Shots turned to Amy Tsui, professor at Johns Hopkins Bloomberg School of Public Health and director of the Bill and Melinda Gates Institute for Population and Reproductive Health, for help understanding the decision.
Tsui, who was not involved in the deliberations, says the literature hasn't provided solid evidence that hormone injections really do increase HIV risk.
"Some of the issues have to do with the usual science banter" about study design, both in the Lancet study and in others, Tsui says. While some studies have found a link, she says, others have not. Few of the studies were designed specifically to test for that relationship.
Tsui agrees with the WHO's support for further research into the possibility that the risk is real. But for now, she says, "on the whole it looks safe."
